Climate Change ‘Loss And Damage’ Fund Adopted At COP27: Game-Changer Or Non-Starter?

After two weeks of negotiations at COP27, the 27th Conference of Parties to the UN’s Framework Convention on Climate Change (UNFCCC) in Egypt, developed countries on November 20 agreed to pay for the ‘loss and damage’ suffered by poor nations due to climate change-linked disasters. The fund will help developing countries bear the immediate costs of climate-fuelled events such as storms, floods, drought, heat waves, and so on. While the “historic” fund is a welcome step, critics remain wary as similar partially implemented pledges have been made in the past and the draft pact itself leaves key questions unanswered. Will this fund prove to be a game changer or meet the fate of the $100 billion per year pledge made by rich countries at COP15 in 2009?
