Only one convicted out of over 5,200 Assam militants nabbed since 2011; only about half charge-sheeted

Delay in the filing of charge-sheet and justice and low convictions happen due to many reasons including deliberation due to political patronage and found or unfound allegations of human rights violations by rights groups. From 2011 until September 4 of this year, the Assam Police detained 5,202 cadres of the ULFA and other extremist organisations.

Guwahati: According to government data, 5,202 militants have been detained over the past 12 years in Assam's various regions, but just one of them has been found guilty to date, PTI reported. Only roughly half of those detained have so far been charged.
The legal system and investigators, according to experts, "are at fault," which has caused an excessive delay at various stages of the justice delivery system.
From 2011 until September 4 of this year, the Assam Police detained 5,202 cadres of the ULFA and other extremist organisations, including members of the Bodo, Garo, Rabha, Karbi, Adivasi, and Muslim communities.
To date, 2,606 people have received charge sheets in connection with cases; the majority of them are now in court, and one person has been found guilty.
The only convicted militant was found guilty in Lakhimpur district in 2012, since then, no one else has been found guilty among the more than 5,200 booked guys.
The majority of those detained, 2,392, belong to militant Bodo factions, while 1,468 are from the ULFA and 582 are from Karbi gangs.
In addition, 346 Adivasi people were detained by the police, who also detained 178 Garo, 155 Muslims, and 81 Rabha people.
According to some experts, the delay happens at many stages, due to multiple reasons and sometimes even deliberately as some militants get political sanctuary and become politicians, which doesn’t always bode well with the manner of things.
Sometimes the delay is caused due to human rights violation allegations, some found and unfound and often the fact that some of these people may have waged war against the nation and killed innocent, lies dormant.
Delay in filing of charge-sheet also causes loss of witnesses and fading of evidence in court, hence the conviction rate is also low.
