Tamil Nadu Government forms panel for State Education Policy

Tamil Nadu’s state government has created a panel to create its own State Education Policy, SEP. As per the CM MK Stalin, the SEP panel will submit its report by the end of the year. The Tamil Nadu SEP will be headed by former CJI and will constitute of 13 expert members for policy making. Details below.

TN Government forms a panel for State Education Policy

Tamil Nadu State Government has created a panel to formulate an Education Policy for the state. The announcement was made by Tamil Nadu Chief Minister M K Stalin on Tuesday, April 6, 2022. The Tamil Nadu Education panel has been formed under former Chief Justice of Delhi High Court, D Murugesan to frame a new State Education Policy.
The panel has been formed after a similar promise was made regarding the formation of a panel to create a state education policy in the state budget of 2021-22. During the 2021 - 22 budget, the state government had mentioned that it would constitute an expert committee to frame the SEP according to Tamil Nadu's ancient culture and its current position and future objectives.
The State Education Policy, SEP panel will be headed by Former CJI D Murugesan. The panel comprises of 13 expert members including the former CJI. The remaining 12 members of the SEP panel are -
  1. Viswanathan Anand – Indian Chess grandmaster
  2. T M Krishna – Musician, Author and Activist
  3. L Jawaharnesan - Former Vice Chancellor of Saveetha University
  4. R Ramanujam - Retired professor from the Institute of Mathematical Science
  5. Sulthan Ismail - State planning commission member
  6. R Sreenivasam - State planning commission member
  7. Aruna Ratnam - Former education specialist with UNICEF
  8. S Ramakrishan – Tamil Writer
  9. Tulsidas - Educationist
  10. S Madasamy - Educationist
  11. R Balu - Headmaster of Government Panchayat Union Middle School, Kichankuppam
  12. Jayashree Damodaran - Agaram Foundation
As per the CM of Tamil Nadu, M K Stalin, the SEP Panel would submit its recommendations to frame the new education policy within a year.
The formation of a panel for SEP comes after the introduction of the National Education Policy, NEP 2020 which was announced by the Central Government. Tamil Nadu, since 2020, has stated its opposition to NEP 2020 and hence will now work towards the creation of its own State Education Policy.
The southern state's opposition to the NEP is based on several grounds such as that the NEP system of common entrance tests for UG programmes, the introduction of a three-language formula whereas Tamil Nadu is following a two-language policy. The state government also was against the idea of conducting common board exams for classes 3, 5 and 8.
Tamil Nadu also opposed to the idea of a four-year degree programme with the multiple entry and exit option as they fear that the number of dropouts will increase and create space for two types of graduates.
